Born November 2, 1968 . 
In 1986 he graduated from high school with honors and entered the Faculty of Cybernetics, Kiev State University named by Taras Shevchenko.
In 1993 he graduated from the Faculty of Cybernetics, Kiev State University  where he studied Applied Mathematics (qualification - mathematician, teacher).
In 1993-1996 he studied at the graduate school of cybernetics faculty of Kiev University in the fields of theoretical cybernetics and the theory of probability and mathematical statistics.

In 1996 he defended his thesis for the degree in physics and mathematics, specialty 01.01.08 "Theory of Probability and Mathematical Statistics" on "Estimation parameters of preservation."
He is the author of over 40 scientific papers, book "Fundamentals of Modern programming".

He developed a new approach to predicting earthquakes, based on the idea of ​​ soliton mechanisms of shocks. The appropriate methodology patented (patent №63026 «Method of forecasting of aftershock" of 26.09.2011) .

He worked in positions of laboratory assistant, head laboratory of applied mathematics (computer center) Rivne State Pedagogical Institute, associate professor of applied mathematics, the acting head of the department of computer science and applied mathematics, Deputy Dean of the Faculty of Mathematics and Computer RDPI, head of the Department of Mathematics and Information Systems Rivne branch of the European University (part-time), the head of information systems and computational methods International Economics and Humanities University.
